For young children with disabilities in the Global South, the promise of inclusive education often remains a "double shadow"—the intersection of refugee status and physical or cognitive impairment. In 2025–2026, data suggest that while general refugee enrolment has stagnated, the exclusion of children with disabilities (CWD) has intensified due to a 75% reduction in disability-specific humanitarian staffing. This paper focuses on the specific evidence from Uganda and Bangladesh, highlighting the physiological, infrastructural, and policy-driven barriers for these children.
